The first decree softens the PMV-KMO guarantees regime with regard to the small and medium-sized enterprises

In November 2008, the Flemish Entrepreneurial Agency (VLAO) organised, in collaboration with various Flemish public agencies – Agentschap Economie, IWT (Flemish Institute for the encouragement of innovation by scientific and technological research in Flanders), Flanders Investment & Trade and PMV (ParticipatieMaatschappij Vlaanderen) - six information sessions on the instruments set up by the Flemish government in order to reinforce economic clout.

Measures
Following this information, Sowalfin published a circular (French) seeking to give a clear and complete overview of the anti-crisis arrangements. The information mentioned below is more detailed in the circular.
At the Sowalfin level, three measures have been taken. Firstly, the guarantees regime has been softened; secondly, the number of sectors that can benefit from cofinancing has been widened; and thirdly, a Walloon credit mediation service has been installed at Sowalfin.
The guarantees regime from which Walloon exporting companies can benefit at Sofinex (Export and internationalization finance company for Walloon companies) was enlarged in February 2009 in order to optimise access to bank financing.
In the cofinancing segment, the intervention has increased both for the short term and for medium term. These amounts are automatically guaranteed by Sowalfin's guarantees regime.
Since the first half of 2009, Sowalfin and the SRIW have been jointly proposing venture capital in the form of cofinancing.

Measures

At the Brussels Guarantee Fund, the Simplified Guarantee has been replaced, until the end of 2009, by the Express Guarantee (available in French and Dutch)
